J. Raphael Della Ratta is president of Commercial Management Company. He was a member of the Partnership for Global Security staff from 2000-2012.

Brian Giganti is a certified public accountant with Citrin Cooperman in the Washington, DC area. He has served on the board since 2008. His firm specializes in audit, tax preparation, planning, and business consulting.

Kenneth Luongo is President and founder of the Partnership for Global Security. He has served on the board since 1997. He has served as the Senior Advisor to the Secretary of Energy for Nonproliferation Policy and the Director of the Office of Arms Control and Nonproliferation at the U.S. Department of Energy. Luongo has experience on fissile material control and accounting programs as well as expertise on federal budgets and programs related to nuclear and biological nonproliferation.

Hazel O’Leary is the former U.S. Secretary of Energy in the Clinton Administration and current president of Fisk University. She has served on the board since 1997. During her service as Secretary, she initiated an aggressive cleanup of excess plutonium. She also worked in the Carter Administration as administrator of the Federal Energy Administration, general counsel of the Community Services Administration, and administrator of the Economic Regulatory Administration at the newly created Department of Energy.

Harvey Rubin, MD, PhD is the Director of the Institute for Strategic Threat Analysis and Response (ISTAR) at the University of Pennsylvania. He is also a Professor of Medicine, Microbiology and Computer Science.
